It is recommended  that the City Council:

1.  Adopt the attached Appropriation Ordinance increasing the estimated receipts and appropriations in the Street Improvements Fund in the amount of $100,000.00 from available funds for East First Street Beach Street to Oakland Boulevard Project (C00145): and

2.  Authorize the transfer of available funds to the Street Improvements Funds in the amount of $100,000.00 for available funds for the East First Street Beach Street to Oakland Boulevard Project.

The 2004 Capital Improvement Program (CIP) included $890,000.00 for the design, construction and inspection of the East First Project from Beach Street to Oakland Boulevard. The existing two-lane rural roadway is being reconstructed by the Texas Department of Transportation (TxDOT) as a four-lane divided roadway with the construction of a new bridge over the Trinity River.

On April 25, 2006, the City Council Mayor and Council Communication (M&C C-21412) adopted Resolution No. 3338-04-2006 authorizing the execution of a Local Transportation Advance Funding Agreement (LPAFA) with TxDOT for a Surface Transportation Program/Metropolitan Mobility Project for East First Street from Beach Street to Oakland Boulevard.  TxDOT anticipates the construction to be complete in Summer 2017 and additional City funding is required.

Funding for this appropriation and transfer is available from the Street Improvements Fund (39403) Unspecified Project (UNSPEC) and will be used to offset the City's costs for change orders, inspection, and professional construction administration services by Dunaway Associates, LP required by TxDOT to complete the project.

This project is located in COUNCIL DISTRICT 4.

This M&C does not request approval of a contract with a business entity.
