Authorize Rejection of All Proposals Received for the Purchase of a New Helicopter for the Police Department and Authorize Re-Advertisement (ALL COUNCIL DISTRICTS)

It is recommended that the City Council authorize the rejection of all proposals received for the purchase of a new helicopter for the Police Department and authorize re-advertisement.

On July 20, 2016, the City released a Request for Proposals (RFP) for a new helicopter for the Police Department. Proposals were to be evaluated based on compliance with specifications and on the total cost of ownership. This purchase was subject to Homeland Security Grant Funds requirements and funding availability. Three proposals were received.

Staff recommended rejection of all proposals due to the strict timing tied to the use of these funds and the potential that timeframes could not be met. The Police Department had not been fully awarded the federal funds and there was hesitancy by the State to approve the required waiver to purchase an aircraft with the federal funding source. The Police Department will re-advertise for a new helicopter at a later date.
