SUBJECT:   Authorize Execution of Professional Services Agreements with Elements of Architecture, Inc., in the Total Amount of $296,848.00, Including $16,500.00 of Reimbursable Expenses, to Provide Design and Construction Administration Services for Three Drop-off Station Additions (COUNCIL DISTRICTS 2, 5 and 8)

RECOMMENDATION:

It is recommended that the City Council authorize the execution of Professional Services Agreements with Elements of Architecture, Inc., in the total amount of $296,848.00, including $16,500.00 of reimbursable expenses, to Provide Design and Construction Administration Services for three Drop-off Station Additions.

 
DISCUSSION:

The City of Fort Worth's Code Compliance Department has three existing Drop-Off Stations and one nearly complete station to serve the City.  The existing facilities are the Brennan, Old Hemphill Road and the Southeast Drop-Off Stations.  This project will convert existing shelters at the three existing stations to facilities which will be able to collect (not store) Hazardous Household Waste (HHW), such as automotive fluids, batteries, cleaners, cooking oil, lawn/garden/pool chemicals, light bulbs, paint, etc.  In addition to the collection facility, a new, approximately 1,000 square foot, office building to support up to 15 Code Compliance staff each with associated parking, fencing, gates and associated civil work will be provided at each of these three existing stations.  The Drop-Off Station currently under construction is located at the North Service Center and includes a HHW collection facility and Code Compliance offices.

Elements of Architecture, Inc., is one of five pre-approved architectural firms selected through a competitive Architectural Design Agreement selection process.  Elements of Architecture was administratively contracted to assist with the Planned Development District modifications required for all Drop-Off Stations.  This contract was for $62,614.00 and is included in the Architecture & Engineering Services on the table below.

In accordance with Chapter 7, Article III, Section 7-47, Section 109.2.1 of the City Code, Building and Trade Permit Fees are waived for this project.

Each project will have a separate contract and separate BDE Ordinance compliance requirements.  The following are compliance statements for each of the individual projects:

  • Design Services for Brennan Drop-Off Station Addition and Renovation:  Elements of Architecture, Inc. is in compliance with the City's BDE Ordinance by committing to 45 percent SBE participation.  The City's SBE goal on this project is 10 percent.
  • Design Services for Old Hemphill Road Drop-Off Station Addition and Renovation:  Elements of Architecture, Inc. is in compliance with the City's BDE Ordinance by committing to 45 percent SBE participation.  The City's SBE goal on this project is 10 percent.
  • Design Services for Southeast Drop-Off Station Addition and Renovation:  Elements of Architecture, Inc. is in compliance with the City's BDE Ordinance by committing to 44 percent SBE participation.  The City's SBE goal on this project is 10 percent.

Additionally, Elements of Architecture, Inc., is a certified M/WBE firm.

The Drop Off Stations are located in COUNCIL DISTRICTS 2, 5 and 8 but serve Fort Worth residents in ALL COUNCIL DISTRICTS.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that funding is available in the Solid Waste Capital Project Fund for the contract and that prior to an expenditure being incurred, it is the Department's responsibility to verify the availability of funds.
