RECOMMENDATION:

It is recommended that the City Council authorize the acceptance of the donation of 900 ballistic vests and 900 helmets valued in the amount of $589,000.00 from the Fort Worth Police Department SWAT Support Group, Inc.

DISCUSSION:

The Fort Worth Police Department (FWPD) regularly receives donations in support of various units within the FWPD.  FWPD SWAT Support Group, Inc., is a nonprofit, tax-exempt charitable organization dedicated to addressing the need for additional equipment and training for the FWPD Special Weapons and Tactics Unit (SWAT).  FWPD SWAT Support Group, Inc., received a donation of $355,000.00 from the Mallick Group, a Fort Worth real estate and energy investment firm, to enable them to purchase 900 enhanced ballistic vests for front-line officers and graduating recruits.  The enhanced ballistic vests will assist front-line officers and graduating recruits by offering protection against high-velocity rounds and armor-piercing ammunition.

In light of the donation from the Mallick Group, FWPD SWAT Support Group, Inc., began the Protect the Fort Initiative.  The Protect the Fort Initiative is a campaign to raise money for the purchase of 900 ballistic helmets to accompany the ballistic vests.  In late January, the Protect the Fort Initiative reached its goal of $234,000.00 for the purchase of the helmets.  Funds for the purchase were donated by various individuals and entities. These helmets are Type 3A armor and are known for their durability, performance and overall ballistic protection and include a ratchet system for better fit and comfort.

With the donations from the Mallick Group and the donations received through the Protect the Fort Initiative, FWPD SWAT Support Group, Inc., was able to purchase 900 enhanced ballistic vests and 900 ballistic helmets. This Mayor and Council Communication (M&C) will authorize the City to accept the donation from the FWPD SWAT Support Group, Inc.

This M&C does not request approval of a contract with a business entity.
