The Police Department (PD) will use these sixteen certified BMW R1200 RT-P police motorcycles in order to provide for public safety, provide dignitary escorts/protection and enforce traffic laws and perform other duties, as required. Of the sixteen units, six shall be replacements for existing units that are no longer active due to accidents or can no longer be economically maintained. Ten of the new units shall be additions to the fleet. The old units (Harley Davidson) will be replaced and sold at auction. There were two responses received; Specialty Recreation and Marine and Retail Motorcycle Ventures, Inc. d/b/a BMW Motorcycles of North Dallas. Retail Motorcycle Ventures, Inc. d/b/a BMW Motorcycles of North Dallas offered Best Value to the City based on the evaluation panel scores which exceeded the technical specifications. The BMW Police Motorcycle (model R1200 RT-P) is equipped with design features that make it one of the safest motorcycles in production. It is lighter and more maneuverable than other police motorcycles without any loss of performance from the 110 horsepower, 1170 co twin-piston engine. The motorcycle has an integral ABS braking system that provides 20 percent better braking performance as compared to other motorcycles with ABS. The new units offered by BMW of North Dallas meet required specifications and are expected to operate satisfactorily during their service life of five years and 50,000 miles for each unit. Warranty information, manufacturer's Statement of Origin and original sales invoice will accompany the new units upon acceptance and delivery to the City Police Fleet at the 2500 Brennan Avenue facility. BID ADVERTISEMENT - This bid was advertised in the Fort Worth Star-Telegram on March 22, 2017, March 29, 2017, April 5, 2017 and April 12, 2017. Sixty-five vendors were solicited from the purchasing database system; two responses were received. The proposals were reviewed by an evaluation committee consisting of staff from the Police Department. The evaluation factors included listing, vendors past relationship with City, qualifications and references, and Total Cost of Ownership (TCO) to include fuel and maintenance costs over the life of the unit and adherence to the technical specifications and delivery of ITB. The bid from Retail Motorcycle Ventures, Inc. d/b/a BMW Motorcycles of North Dallas was found to present the best value for the City. TOTAL OWNERSHIP COST - $575,273.00, over service life of five years (See attached tabulation).
PRICE ANALYSIS - The City has no comparable price history for a unit with these configurations. The pricing has been reviewed by Staff and deemed fair and reasonable based on current market values.
DELIVERY - The units will be delivered within 90 days after receipt of a purchase order. ADMINISTRATIVE CHANGE ORDER - An administrative change order or increase may be made by the City Manager in the amount up to $50,000.00 and does not require specific City Council approval as long as sufficient funds have been appropriated. M/WBE OFFICE - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office, in accordance with the BDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible. |
