RECOMMENDATION: |
It is recommended that the City Council authorize the execution of a construction contract with Denco CS Corporation in an amount not to exceed $4,770,611.10, including $332,833.33 for the Owner's Construction Allowance, for the construction of the new Golden Triangle Branch Library. |

DISCUSSION: |
The construction of a new Far North Library to serve this major growth area was included in the 2014 Bond Program. Public input was obtained with respect to the programing, design and naming of this new library. When it opens, it will be known as the Golden Triangle Branch Library (Resolution No. 4730-01-2017). The City issued a Request for Proposals and received nine responses from general construction contractors. These firms were: • Denco CS Corporation • Key Construction Texas, LLC • RJM Contractors, Inc. • AUI Partners, LLC • Mac's Construction Company, Incorporated • Pete Durant & Associates, Inc. • Ragle, Inc. • Imperial Construction, Inc. • Cooper General Contractors Five of these firms provided the required "Post Proposal–Pre Award Submittals" to be further evaluated by the City. These proposals were reviewed by members of the Library Department, Office of Business Diversity and the Property Management Department and were evaluated for best value based on the criteria set forth in the Request for Proposals. The selection team recommends award of the construction contract to Denco CS Corporation. Building and Trade permit fees are waived for this project. This project is included in the 2014 Bond Program.
M/WBE Office - Denco CS Corporation is in compliance with the City's BDE Ordinance by committing to 26 percent MBE participation. The City's MBE goal on this project is 20 percent.
The library will be located in COUNCIL DISTRICT 4 7 and will serve ALL NORTH FORT WORTH DISTRICTS.

FISCAL INFORMATION/CERTIFICATION: |
The Director of Finance certifies that funds are available in the current Capital Budget, as appropriated within the 2014 Bond Program. Prior to an expenditure being made, the participating department has the responsibility to validate the availability of funds. |
