SUBJECT:   Authorize Execution of Amendment No. 2 to City Secretary Contract No. 38536, an Engineering Agreement with Alan Plummer Associates, Inc., in the Amount of $408,795.00, for Sanitary Sewer Main 257 Upper and Middle Village Creek Parallel Relief Main, Part 2 and Provide for Property Acquisition and Project Management Costs for a Revised Contract Amount of $1,377,885.00, and Adopt Appropriation Ordinance (COUNCIL DISTRICT 8)

RECOMMENDATION:

It is recommended that the City Council:

1.  Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Sewer Capital Fund – Legacy in the amount of $2,590,000.00 from available funds for the purpose of funding Amendment No. 2, property acquisitions and staff project management costs; and

2.  Authorize execution of Amendment No. 2 to City Secretary Contract No. 38536 with Alan Plummer Associates, Inc., in the amount of $408,795.00 for a total revised contract amount of $1,377,885.00 for additional design and engineering services for Sanitary Sewer Main 257 Upper and Middle Village Creek Parallel Relief Main, Part 2 (City Project No. C01227).

 
DISCUSSION:

On March 31, 2009, Mayor and Council Communication (M&C C-23421) the City Council authorized an Engineering Agreement with Alan Plummer Associates, Inc., in the amount of $889,676.00 for Sanitary Sewer Main 257 Upper and Middle Village Creek Parallel Relief Main, Part 2. The Agreement was subsequently revised by Amendment No. 1 in the amount of $79,414.00 authorized on December 7, 2010 (M&C C-24626).

Amendment No. 2 will provide additional engineering services for the redesign of a portion of Main 257 including detailed design of siphons, junction structures, and realignment to improve access for future maintenance. The proposed scope of services consists of preparation of plans and specifications, survey services, geotechnical engineering, environmental assessment, permitting and ROW/easement services.

Alan Plummer Associates, Inc., proposes to provide the additional services for a fee up to the amount of $408,795.00. Staff considers the proposed fee to be fair and reasonable.

In addition to the amendment amount, $2,181,205.00 is required for project management and real property acquisitions.

Engineering for the Sanitary Sewer Main 257 Upper and Middle Village Creek Parallel Relief Main, Part 2 is one component of the overall project that includes project management, easement acquisition, utility coordination, material testing, inspection, construction, and contingencies. The overall project budget is $21,000,000.00. Design is expected to be completed by November 2017. Construction is anticipated to commence in September 2018 and construction of all the phases to be completed by April 2020.

This project will have no impact on the Water Department's operating budget when complete.

M/WBE OFFICE: Alan Plummer Associates, Inc., is in compliance with the City's M/WBE Ordinance by committing to an additional 24 percent M/WBE participation on this Amendment No. 2.

The project is located in COUNCIL DISTRICT 8, Mapsco 106V, 106Y, 106Z, 120B, 120F, 120K, 120P, 120T and 120X .

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance funds will be available in the Sewer Capital Fund – Legacy for Sanitary Sewer Main 257 Upper and Middle Village Creek Parallel Relief Main, Part 2. The Fiscal Year 2017 Water Operating Budget includes appropriations of $31,636,073.00 for the purpose of providing Pay-As-You-Go funding for Sewer Capital Projects. After this transfer for Fiscal Year 2017, the balance will be $13,815,669.00.
