The Code Compliance Department (Code Compliance) will use this Agreement for the mowing of grass and weeds at privately-owned properties that have code violations and are subject to fines and/or liens.
The City issued Invitation to Bid (ITB) No. 17-0169 to increase the City's capacity to complete this work in a timely manner. The ITB consisted of detailed specifications listing the estimated annual quantities, sizes and types of property sites for which services may be ordered.
Bid evaluation factors included price, quality, reputation of bidder's services and the bidder's past relationship with the City. Code Compliance certifies the bid from MJJ Construction presents the best value to the City for these mowing services.
Three Agreements for mowing services were awarded on April 8, 2014 by M&C P-11635. It is recommended that this additional mowing Agreement be awarded to provide flexibility and ensure services can be performed promptly. With Non-Exclusive Agreements, Code Compliance may engage vendors for individual projects based on vendor availability and price for the required service. Code Compliance is allowed to recover mowing costs by billing the property owner per City Code and state law. If the City is not paid, a lien can be filed against the property.
No guarantee was made that a specific amount of services would be purchased. Code Compliance has included sufficient resources in its budget to acquire these mowing services on an as-needed basis.
PRICE ANALYSIS - Unit cost for mowing services are an average of three percent higher than current Agreement pricing awarded in April 2014 (M&C P-11635). Staff reviewed the prices and determined the prices to be fair and reasonable.
BID ADVERTISEMENT - This bid was advertised in the Fort Worth Star-Telegram on February 8, 2017, February 15, 2017, February 22, 2017 and March 1, 2017. Two hundred sixty seven vendors were solicited from the purchasing database system; two responses were received.
M/WBE OFFICE - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office, in accordance with the BDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible.
AGREEMENT TERMS - Upon City Council's approval, these Agreements will begin on March 27, 2017 and end on March 28, 2018.
RENEWAL OPTIONS - This Agreement may be renewed for up to one, one-year term at the City's option. This action does not require specific City Council approval provided that the City Council has appropriated sufficient funds to satisfy the City's obligations during the renewal terms. |
