RECOMMENDATION:

It is recommended that the City Council approve the attached Five-Year Capital Improvement Plan for the Property Management Department for Fiscal Years 2017- 2021.

 
DISCUSSION:

The attached Five-Year Capital Improvement Plan (CIP) represents the Property Management Department's initial roadmap for future project expenditures based on current conditions, priorities and projections, including anticipated growth throughout the City.  The intent of this document is to serve as the basis for Property Management's five-year rolling CIP, which will be a living document that the City Council will be asked to adjust and update each year.

The development of the Property Management Department's Five-Year CIP is based on evaluating and prioritizing deferred capital expenses and projected capital replacement needs over the next five years.  Property Management Department manages the Pay As You Go funding for general fund facilities, and also manages the design and construction of facilities paid for with Bond funds for all City departments.  This Five-Year Plan addresses both PAYGO and Bond project funding for facilities.  Requests for appropriations necessary for this CIP will be brought to the City Council annually as part of the City-wide budgeting process.  

This M&C does not request approval of a contract with a business entity.

The projects included in this CIP are located in ALL COUNCIL DISTRICTS.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies there will be no material effect on the budget of the FY2017 Capital Plan, as appropriated, and that funds are available for the designated capital projects as identified for FY2017. While no current impact is anticipated from this action, upon approval, the corresponding yearly appropriation requests will be included in the annual capital budget planning process associated with years 2018-2021.
