On January 22, 2002, (M&C G–13498) the City Council approved a Military Pay Supplement Benefit and Military Leave Fund Policy (Policy). The Policy provided that City employees who were called to active duty would receive supplemental pay from the City to augment their military pay for 120 days, up to 100 percent of their regular City pay for the first two months of active duty and up to 80 percent for the second two months of active duty. In addition, the policy established a Military Leave Fund, funded by vacation leave donations from City employees that could be utilized to assist employees in hardship situations.
On November 2, 2004, (M&C G-14569) the City Council expanded the Military Leave Supplemental Benefit and Leave Fund Policy so that City employees who are activated to military service receive a supplement to their military pay that brings them to 100 percent of the their regular City pay for a period of up to one year. This supplement can be renewed with each reoccurrence of activation of military service.
The Military Leave Supplemental and Leave Fund Policy contains a "sunset provision" so that effective December 31 of each year, the Policy expires unless reauthorized by the City Council. This "sunset provision" allows the City Council to review the Policy annually and determine whether its continuation is in the best interest of the City. The City Council has renewed this policy annually and most recently through December 31, 2016 (M&C G-18627).
Usage Under Current Policy:
Since the implementation of the Policy (effective January 1, 2002), 40 employees have received supplemental pay for a total of $298,612.00. In addition, 4,568 hours have been donated to the Leave Fund for a total of $103,207.29 and one employee has applied for and was granted $10,164.00 from this leave fund. There was no usage for the Military Pay Supplement Benefit through this Military Leave Fund Policy for the current reporting period of December 31, 2015 through today' s date.
It is recommended that the City Council authorize the continuation of the Military Pay Supplement Benefit and Leave Fund Policy from the date of approval to December 31, 2017.
