SUBJECT:   Authorize Execution of Change Order No. 1 to City Secretary Contract No. 47731 with Reyes Group, Ltd. in the Amount of $127,287.58 for the Heritage Trace Parkway and Tehama Ridge Parkway Roundabout Project, Thereby Increasing the Contract to an Amount Up to $2,308,940.88 and Adopt Appropriation Ordinance (COUNCIL DISTRICT 7)

RECOMMENDATION:

It is recommended that the City Council:

1.  Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Developer Contribution Fund in the amount of $92,339.50 from available funds for the Heritage Trace Parkway and Tehama Ridge Parkway Roundabout Project; and

2.  Authorize execution of Change Order No. 1 to City Secretary Contract No. 47731 with Reyes Group, Ltd. in the amount of $127,287.58 for the Heritage Trace Parkway and Tehama Ridge Parkway Roundabout Project, thereby increasing the contract to an amount up to $2,308,940.88 (City Project No. C02529).

 
DISCUSSION:

On March 29, 2016 (M&C C-27654) the City Council authorized award of a construction contract with Reyes Group, Ltd. in the amount up to $2,181,653.30, inclusive of potential incentives, for the construction of a roundabout at Heritage Trace Parkway and Tehama Ridge Parkway.  This change order is to incorporate storm drain revisions due to the Hawkins Commercial Project adjacent to the Heritage Trace Parkway and Tehama Ridge Parkway Roundabout Project.

The revisions will allow for the development to increase the size of the existing storm lateral that connects the Hawkins Commercial site's internal storm drain to the existing 7 inch x 6 inch storm drain box culvert under Heritage Trace Parkway.  By including this with the Heritage Trace construction project, this will reduce additional or future construction needed along or within the roadway.

A portion of this project will include 2014 Bond Funds.  Available resources within the General Fund will be used to provide interim financing for these expenses until debt is issued.  Once debt associated with this project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official intent to reimburse, that was adopted as part of the ordinance canvassing the bond election and the approval of subsequent bond issues.  The developers of the Hawkins Commercial Project are funding their portion of this change order, $92,339.50, as outlined in a separate agreement between the developers and the City.
