SUBJECT:   Authorize Execution of a Contract with William J. Schultz Inc. d/b/a Circle C Construction Company, in the Amount of $3,933,495.00 for the Love Circle and Casino Beach Park Water and Sanitary Sewer Extension Improvements, Amend the Fiscal Year 2016 Capital Improvements Plan to Add Additional Project Funding in the Amount of $1,105,195.00, Provide for Project Management, Material Testing and Inspection Costs and Adopt Appropriation Ordinance (COUNCIL DISTRICT 7)

RECOMMENDATION:

It is recommended that the City Council:

1.  Authorize an amendment to the Fiscal Year 2017 Water Capital Improvement Plan to increase appropriations in the amount of $1,105,195.00 from available funds;  

2.  Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Love Circle Water and Sewer Program in the amount of $1,105,195.00 for the Casino Beach-Watercress Water Project for Love Circle and Casino Beach Park Water and Sanitary Sewer Extension Improvements in the Lake Worth Gas Lease Capital Project Fund; and

3.  Authorize execution of a contract with William J. Schultz Inc. d/b/a Circle C Construction Company in the amount of $3,933,495.00 for Love Circle and Casino Beach Park Water and Sanitary Sewer extensions.

 
DISCUSSION:

In January 2007, the City Council adopted the Lake Worth Capital Improvements Implementation Plan.  The plan included a number of water and sewer projects designed to provide Fort Worth Water Department services to areas around Lake Worth previously served by wells and septic systems.  To date, projects have been completed to provide water/sewer service to the Landmark/Quebec and Woodvale areas and water service has been provided along Watercress Drive.

This project includes the installation of a eight-inch sewer force main within Casino Beach Park to connect to portions of previously installed sewer force main, the installation of 54 residential grinder pumps along Love Circle and various 16-inch and 24-inch water main installation on Surfside Drive and eight-inch water main installation on Casino Beach Park and Love Circle.  The project will also provide water and sewer services to 54 residential lots along Love Circle and water and sewer services to three lots on Surfside Drive.

The project was advertised in the Fort Worth Star-Telegram on July 28, 2016 and August 4, 2016.  On August 25, 2016, the following bids were received:

In addition to the contract amount $277,700.00 (water:  $146,000.00; sewer:  $131,700.00) is required for project management, material testing and inspection.  This project requires additional funding in the amount of $1,105,195.00 as the construction bids came in higher than estimated for the Love Circle and Casino Beach Park Water and Sanitary Sewer Extension Improvements Project as well as related easements, inspection, contingency and project management costs.  Staff recommends these additional funds come from the Gas Well Revenues in Lake Worth Gas LSE CAP Fund 33001.

M/WBE OFFICE:  William J. Schultz, Inc. d/b/a Circle " C" Construction Company is in compliance with the City's BDE Ordinance by committing to zero percent MBE participation and documenting good faith effort.  William J. Schultz, Inc. d/b/a Circle "C" Construction Company identified several subcontracting and supplier opportunities.  However, the MBE's contacted in the areas identified did not submit the lowest bids.  The City's MBE goal on this project is eight percent.

The project is located in COUNCIL DISTRICT 7, Mapsco 45Q, 45R, 45U and 45V.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that upon approval of the above recommendation and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Lake Worth Gas Lease Capital Project fund and that, prior to expenditures being made, the participating department has the responsibility to validate the availability of funds depicted in the table below:
