SUBJECT:   Adopt Resolution Authorizing and Creating Fort Worth Public Improvement District No. 16 (Walsh Ranch/Quail Valley) (COUNCIL DISTRICT 3)

RECOMMENDATION:

It is recommended that the City Council:

1.  Confirm its finding that the petition requesting establishment of Fort Worth Public Improvement District No. 16 (Walsh Ranch/Quail Valley) meets the requirements necessary to designate the proposed area as a Public Improvement District pursuant to Chapter 372 of the Texas Local Government Code;

2.  Adopt the attached Resolution which: (i) makes certain findings concerning the nature and advisability of special improvements and services to be provided in the Public Improvement District, the estimated costs, the boundaries of the Public Improvement District; and (ii) authorizes and creates Fort Worth Public Improvement District No. 16 (Walsh Ranch/Quail Valley); and

3.  Direct the City Secretary to publish notice of the establishment of the Public Improvement District as required by Chapter 372 of the Texas Local Government Code.

 
DISCUSSION:

On August 1, 2016, the City Council received a petition requesting establishment of the Fort Worth Public Improvement District No. 16 (Walsh Ranch/Quail Valley) (the "PID"). The Staff has reviewed the petition and finds that it contains sufficient signatures and meets other requirements of Chapter 372 of the Texas Local Government Code necessary for the City Council to create the PID.  

On September 20, 2016, (M&C BH-275) the City Council conducted a public hearing to consider the following matters:

  • The advisability of establishing the proposed Public Improvement District;

  • The general nature of the proposed improvements and/or services;

  • The estimated costs of the improvements and/or services; and

  • The proposed boundaries of the Public Improvement District.
The PID is proposed to include approximately 1,703.5682 acres of land generally located: (1) west of Fort Worth and north of the intersection of Interstate Highway 20 and Interstate Highway 30; (2) east of FM 1187; (3) south of Old Weatherford Road; and (4) west of the Parker County – Tarrant County boundary line, as more particularly depicted and properly described in the metes and bounds described in the exhibits attached to the resolution.

PID projects are anticipated to include street and sidewalk improvements, street lighting, water supply lines and related facilities, sanitary sewer lines and related facilities, stormwater drainage and detention improvements, park and recreation facilities, and landscaping.

The proposed PID 16 is located in COUNCIL DISTRICT 3.

This M&C does not request approval of a contract with a business entity.
 
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that approval of the above recommendations will have no material effect on City funds.
