SUBJECT:   Conduct a Public Benefit Hearing Regarding the Proposed Fiscal Year 2016-2017 Budget, Five-Year Service Plan and Proposed 2016 Assessment Roll for Public Improvement District No. 8, Camp Bowie (COUNCIL DISTRICTS 3 and 7)

RECOMMENDATION:

It is recommended that the City Council:

1.  Conduct a public benefit hearing to receive comments on the proposed budget, Five-Year Service Plan and proposed method of assessment for Fort Worth Public Improvement District No. 8, Camp Bowie, for Fiscal Year 2016-2017;

2.  Approve the filing of the proposed 2016 Assessment Roll for the Camp Bowie Public Improvement District with the City Secretary for public inspection; and

3.  Set a public benefit hearing for September 13, 2016 at 7:00 p.m., for final approval of the Camp Bowie Public Improvement District's Fiscal Year 2016-2017 Budget and Five-Year Service Plan and 2016 Assessment Roll.

 
DISCUSSION:

On December 16, 2008, (M&C G-16380) the City Council adopted Resolution No. 3697-12-2008 re-establishing the Camp Bowie Public Improvement District (PID).

State law requires an annual report on the proposed budget and Five-Year Service Plan for the PID, which is attached.  The general nature of the proposed improvements and/or services to be provided in the Camp Bowie PID shall include:

  • A coordinated Marketing and Promotion Program to attract customer traffic to the entire PID, which involves coordinated advertising, special events, promotions, seasonal programs and other coordinated efforts;

  • A coordinated Communication Program to assure that businesses located within the PID benefit from shared information about security, infrastructure improvements, transportation improvements, capital improvement programs, opportunities to coordinate marketing and promotions and other opportunities where business awareness and information can help business;

  • A Cooperative Program with local governments, neighborhood groups, foundations, universities and others to assist with obtaining grants or other special funding to undertake studies, landscape improvements, street improvements, signs and banner programs and other streetscape amenities in the PID;

  • Special Cooperative Programs with area neighborhoods, schools, museums and other institutions to assure that area business, residential and civic organizations all work together to identify programs that enhance the economic vitality and livability of the Camp Bowie Boulevard corridor within the PID;

  • A Landscaping, Construction and Maintenance Program consisting of the planting and maintenance of special supplemental landscaping and the maintenance of supplemental irrigation systems;

  • Various capital improvements and other improvements including sidewalks and promotional signs and banners; and

  • A Management Program to provide for the administration, management and operation of the PID.

One line item listed on the Five-Year Service Plan, the City Payment In-Lieu of Services will require a transfer of City funds.  The City Payment In-Lieu of Services is a supplement to the Camp Bowie PID budget funding the level of improvements or services that would ordinarily be provided by the City of Fort Worth to the taxpayers in the Camp Bowie PID.

On February 3, 2009, (M&C G-16451) the City Council adopted guidelines for setting an administrative fee structure for all PIDs.  The City assesses an annual administration fee equal to two percent of a district's annual assessments or in the amount of $2,000.00, whichever is greater.

The proposed 2016 Assessment Rate on property subject to assessment in the Camp Bowie PID is $0.10 per $100.00 of valuation.  The proposed 2016 Assessment Roll for the Camp Bowie PID will be filed with the City Secretary and available for public inspection during normal business hours at any time prior to the September 13, 2016 Public Benefit Hearing.

This M&C does not request approval of a contract with a business entity.

The Camp Bowie PID is located in COUNCIL DISTRICTS 3 and 7.
