The 2004 Bond Program provided funding for improvements to widen Precinct Line Road from two-lanes to four-lanes from State Highway 10 to Concho Trail including the bridge over Walker Branch and intersection improvements at Trinity Boulevard. This project includes reconstructed travel lanes, left and right turn lanes, storm drainage improvements, sidewalks, railroad crossing, and bridge and traffic signal improvements. Under this change order, TxDOT's contractor, Haydon Building Corp, will be compensated for delay claims resulting from right-of-way and fence relocation issues, and conflicts with waterline services and franchise utilities (Oncor, AT&T, Charter, and Atmos). These claims consist of three months of additional barricades, signs, and traffic handling, water service, concrete and steel price escalations, and standby equipment costs. These items affected the critical construction path and prevented the contractor from continuing construction in an efficient manner. TxDOT and the contractor engaged in a mediation process to arrive at a settlement for the expenses associated with these unanticipated delays. 175 working days will be added to the contract. Staff considers the cost for this change order to be fair and reasonable for the proposed roadway construction.
Construction of the Precinct Line Road project has components of the overall project that includes design, construction, project management, easements and right-of-way acquisition, construction administration, material testing, inspection and contingencies. The overall City project budget is $3,832,283.78 for Precinct Line Road and $1,292,000.45 for the Walker Branch Bridge.
The completion of this project will have no significant impact on the general fund operating budget.
Construction is anticipated to be substantially completed in September 2016. Funding for this change order is being provided from the 2004 Capital Improvement Program. On April 16, 2007, the City administratively authorized a Local Transportation Project Advance Funding Agreement with the Texas Department of Transportation (TxDOT) for the review of the schematic design and environmental documents for the project in the amount of $25,000.00. On March 19, 2013 (M&C C-26154), the City Council authorized the execution of Amendment No. 1 to the Funding Agreement with TxDOT in the amount of $10,665,534.00 for the construction of the Precinct Line Road project. On August 2, 2016 (M&C C-27830), the City Council authorized the execution of Change Order Nos. 18, 19, 20, 22, and 23 with TxDOT in the amount of $164,785.78 for the construction of the Precinct Line Road project.
