SUBJECT:	Adopt Appropriation Ordinance in the Amount of $40,000.00 for the Construction of the Gravity Belt Thickener Project at Village Creek Water Reclamation Facility (COUNCIL DISTRICT 5)

RECOMMENDATION:

It is recommended that the City Council adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Projects Fund in the amount of $40,000.00 from available funds for the purpose of funding the Gravity Belt Thickener Project at the Village Creek Water Reclamation Facility.

DISCUSSION:

On September 24, 2013 (M&C C-26476), the City Council authorized execution of a construction contract with Archer Western, LLC., in the amount of $931,000.00. To date, one change order has been executed: Change Order No. 1 for $57,977.66 for a revised contract amount of $988,977.66. This contract requires additional funding for an Administrative Change Order, Staff time and engineering contingencies in order to fully fund this project.

Construction services commenced in October 2014 and are estimated to be completed in December 2016.

In addition to the Change Order No. 2 amount of $35,084.66 being approved, an additional $4,915.44 is included for project management, Staff time and inspection, for a total project cost of $1,631,060.00.

The project is located in COUNCIL DISTRICT 5.

This M&C does not request approval of a contract with a business entity.

FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that upon approval of the above recommendation and adoption of the attached appropriation ordinance, funds will be available in the capital budget of the Water and Sewer Capital Project Plan. The Fiscal Year 2017 Water Operating Budget includes appropriations of $31,636,073.00 for the purpose of providing Pay-As-You-Go Funding for Water Capital Projects. After this transfer for Fiscal Year 2017, the balance will be $31,596,073.00. Funding for the Gravity Belt Thickener Project is as depicted below:
