In 2013, with the support of the Fort Worth Housing Finance Corporation, the Fort Worth Housing Authority (now known as Fort Worth Housing Solutions) spearheaded the creation of the Cavile Place Neighborhood Transformation Plan to support the redevelopment of the Cavile Place housing community (Plan). The Plan addresses three major United States Department of Housing and Urban Development (HUD) national objectives - People, Housing and Neighborhoods. A broad stakeholder coalition of community leaders and public officials was created to provide input and vetting for the Plan, which outlined a detailed strategy for bringing about significant social and economic revitalization not only to Cavile Place, but also to the surrounding Historic Stop Six Neighborhood.
On July 22, 2014, the City Council adopted a resolution approving the Plan and incorporating it into the City's Comprehensive Plan (M&C G-18264, Resolution No. 4333-07-2014). Since then, Fort Worth Housing Solutions (FWHS) has begun the redevelopment process for Cavile Place. More than 30 parcels within the transformation zone have been acquired through an initial investment of $2.4 million which will allow up to 250 units of affordable housing to be created in the first phase of redevelopment. A master developer has been selected for this phase and FWHS and their new partners intend on seeking Non-Competitive 4% Housing Tax Credits to help finance the project. In addition the City and the Fort Worth Transportation Authority have made commitments to support infrastructure improvements and assess and enhance public transit access in the area.
In addition to these efforts, the Fort Worth Independent School District created the Historic Stop Six Initiative (HSSI) to develop a stronger educational foundation for children, build stronger families, and revitalize the community by empowering citizens. This effort is closely aligned with the national objectives established by HUD, especially with regards to increasing the capacity of area residents. HSSI is focused on early childhood education and healthcare, college and career readiness and community empowerment. These goals demonstrate great synergy with the aims of the Plan and the revitalization of Historic Stop Six.
Staff recommends that Council approve the execution of a Memorandum of Understanding (MOU) with the Fort Worth Housing Finance Corporation, Fort Worth Housing Solutions, the Fort Worth Transportation Authority and the Fort Worth Independent School District to aid in the redevelopment of Cavile Place and the revitalization of the Historic Stop Six neighborhoods. The purpose of the MOU will be for the signatories to work collaboratively to maintain focus on redevelopment and broader revitalization activities, foster cooperation and coordination between local entities and enhance the synergy between all the current social and economic revitalization activities now underway in Cavile Place and the Historic Stop Six communities.
Cavile Place and the Historic Stop Six neighborhood are located in COUNCIL DISTRICT 5.
