Adopt Appropriation Ordinance Allocating $200,000.00 of the Street Improvements 2008 Fund for the Repair of the West 7th Street Bridge Street Light System (COUNCIL DISTRICT 9)


RECOMMENDATION:

It is recommended that the City Council adopt an appropriation ordinance increasing estimated receipts and appropriations in the W. 7th Street Bridge Street Light System Repair Project in the Street Improvements 2008 Fund in the amount of $200,000.00 and reduce funds in the W. 7th Street Bridge Project by the same amount. DISCUSSION:

The purpose of this Mayor and Council Communication is to provide the funding necessary to repair the street lighting system for the W. 7th Street Bridge.

Since the opening of the bridge in 2013, the reliability of the lighting systems has resulted in numerous outages.  Staff has determined that the primary cause of these outages is water infiltrating into the wiring system.  The warranty period for the electrical system has expired and to correct the situation, wiring, connectors and light fixtures with marine grade materials will be installed.  A transition to LED lighting technology is also being pursued for the Arch Lighting to reduce the maintenance needs of the new system.  These water resistant LED lighting fixtures are multi-colored and programmable, providing the ability to change lighting color from the normal white light to other colors as special events occur.

The improvement effort is currently underway with Staff repairing the main power source.  Funding for the marine grade material improvements is available from savings on the total project that was returned to the City by TxDOT.  Transportation and Public Works is using an existing Agreement with Fort Worth Electric (FWE) (PO No. 11-0121, Renewed April 29, 2015) for construction services not to exceed $200,000.00.
The contractor can begin work in June with an estimated completion of all repairs by early Fall 2016.

The total project budget for the project is $200,000.00 with funding from the Streets Improvements 2008 Fund.

This project is located in COUNCIL DISTRICT 9, Mapsco 76 C.

This M&C does not request approval of a contract with a business entity.

 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that upon approval of the above recommendation and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated of the Street Improvement 2008 Fund.  The W. 7th Street Bridge Project has a remaining balance of $1,963,215.41 in the Street Improvements 2008 Fund.
