Authorize Execution of an Engineering Design Agreement with Kimley-Horn and Associates, Inc., for Improvements to Bonds Ranch Road from Burlington Northern Santa Fe Railroad Crossing West to FM 156 in an Amount Up to $500,000.00 and Adopt Appropriation Ordinances (COUNCIL DISTRICT 7)


RECOMMENDATION:

It is recommended that the City Council:

1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Bonds Ranch Road Project of the Transportation Impact Fee Capital Legacy Fund in the amount of $80,000.00 and reduce the fund balance in the Unspecified Center of Service Area C by the same amount; (CPN 100273)  

2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Bonds Ranch Road Project of the Transportation Impact Fee Capital Fund in the amount of $420,000.00 and reduce the fund balance in the Unspecified Center of Service Area C by the same amount; and

3. Authorize execution of an Engineering Design Agreement with Kimley-Horn and Associates, Inc., for Improvements to Bonds Ranch Road from Burlington Northern Santa Fe Railroad Crossing West to FM 156 in an amount up to $500,000.00.

 
DISCUSSION:

This Mayor and Council Communication initiates the design process for improvements along Bonds Ranch Road from the Burlington Northern Santa Fe (BNSF) railroad crossing west of US Highway 287 to FM 156. The recommended Design Agreement with Kimley-Horn and Associates, Inc., will provide engineering plans for four roundabout intersection improvements located at the two frontage roads along US 287, Shire Meadows Road and FM 156. The design process will also provide plans for four lane divided roadway from the northbound frontage road to FM 156 and an undivided roadway from the BNSF railroad crossing to the northbound frontage road due to the limited space available under the US 287 bridge.

The first phase of construction will provide two single lane roundabouts at the intersections of Bonds Ranch Road and the northbound and southbound frontage roads along US Highway 287 and extend additional pavement width under the US 287 bridge. These improvements are being constructed as an interim measure to increase capacity at two heavily travelled intersections and improve safety for residents and commuters. The single lane roundabouts will be constructed this summer by City of Fort Worth Street Services with the Texas Department of Transportation (TxDOT) providing materials. An Agreement for material supply with TxDOT is anticipated to be completed in July 2016.  

Construction of the remaining design elements for this project are anticipated to be completed in conjunction with adjacent land development as part of the next bond program.


Kimley-Horn and Associates, Inc., was selected for this project on the basis of a Request for Qualifications (RFQ) advertised by Transportation and Public Works in mid-2013 specifically relating to roundabouts and intersection improvements. Kimley-Horn and Associates, Inc., was also selected based on a second RFQ advertised by Transportation and Public Works in late 2013 for design and professional services relating to arterial roadways. Firms were invited to submit their qualifications for performing engineering professional services based on a set of criteria regarding the design and construction of roadways and intersections. Kimley-Horn and Associates, Inc., met or exceeded the criteria set forth in the RFQ with their submittal.

M/WBE Office – Kimley-Horn and Associates, Inc., is in compliance with the City's BDE Ordinance by committing to 15 percent SBE participation on this project. The City's SBE goal on this project is 15 percent.

This project is located in COUNCIL DISTRICT 7, Mapsco 8P.









 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached Appropriation Ordinances, funds are available in the current budget, as appropriated of the Transportation Impact Fees Capital Legacy Fund and the Transportation Impact Fee Capital Fund.
