SUBJECT:  

Adopt Appropriation Ordinance in the Amount of $225,000.00 in the General Fund to Fund the Replacement of the Gordon Swift Building Windows and Authorize Agreement with Vess Glass & Mirror, Inc. d/b/a A & B Glass and Mirror, Inc., for the Replacement Windows at Gordon Swift Building for an Amount Up to $179,950.00 for the Property Management Department (COUNCIL DISTRICT 9)


RECOMMENDATION:

It is recommended that the City Council:

1.  Adopt appropriation ordinance amending the budget in the General Fund in the amount of $225,000.00 from other Contractual Services to transfer out for the purpose of replacing the windows at the Gordon Swift Building;

2.  Adopt appropriation ordinance increasing estimated receipts and appropriations in the amount of $225,000.00 in the General Capital Projects Fund for the purpose of replacing the windows at the Gordon Swift Building; and

3.  Authorize an Agreement with Vess Glass & Mirror, Inc. d/b/a A & B Glass and Mirror, Inc., to replace the windows at Gordon Swift Building for an amount up to $179,950.00 for the Property Management Department.

 
DISCUSSION:

The Property Management Department will use this Agreement to replace all the windows on the east and north sides of the Gordon Swift Building.  The Invitation to Bid consisted of detailed descriptions and specifications of the number of windows and type of replacement windows to be used.  

This Mayor and Council Communication (M&C) will authorize the appropriation and transfer of funds from the General Fund to the General Capital Projects Fund for execution of the project mentioned above.

PRICE ANALYSIS - This is a new Agreement and the City has no previous history for these window replacements.  Staff reviewed the pricing and found them to be fair and reasonable.

BID ADVERTISEMENT - This bid was advertised in the Fort Worth Star-Telegram on March 23, 2016, March 30, 2016, April 6, 2016 and April 13, 2016.  Sixty two bids were solicited from the purchasing vendor database system; three bids were received.  

BID TABULATION - See attached bid tabulation.  

M/WBE OFFICE - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office in accordance with the BDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible.

ADMINISTRATIVE CHANGE ORDER - An administrative change order or increase may be made by the City Manager in the amount up to $44,988.00 and does not require specific City Council approval as long as sufficient funds have been appropriated.

The Gordon Swift Building is located in COUNCIL DISTRICT 9 and serves ALL COUNCIL DISTRICTS.

 
FISCAL INFORMATION/CERTIFICATION:

The approval of this action provides purchasing authority up to $179,950.00, as specified.  The Director of Finance certifies that upon approval of this action, funds will be available in the General Capital Projects Fund.
