SUBJECT:  

Authorize Execution of a Construction Contract with RJM Contractors, Inc., in the Amount of $3,977,500.00, Including 7.5 Percent for the Owner's Construction Contingency Allowance for the New Fire Station 42 Located at Spinks Airport and Provide for Administrative Costs in the Amount of $1,014,574.01 for a Total Project Cost of $5,450,424.01 (2014 BOND PROGRAM) (COUNCIL DISTRICT 6)


RECOMMENDATION:

It is recommended that the City Council authorize the execution of a construction contract with RJM Contractors, Inc., in the amount of $3,977,500.00, including 7.5 percent for the Owner's Construction Contingency Allowance for the new Fire Station 42 located at Spinks Airport and provide for administrative costs in the amount of $1,014,574.01.

 
DISCUSSION:

The new Fire Station 42 will be located in far south Fort Worth on Spinks Airport and be accessed by FM 1187.  This new fire station is a part of the 2014 Bond Program and will primarily serve the population growth area in south Fort Worth, as well as provide emergency response services for Spinks Airport.  The City issued a Request for Proposals and received 10 proposals for the project from general construction contractors.  Five of these firms provided the required "Post Proposal–Pre Award Submittals" to be further evaluated by the City.  Those firms were:

• HM& MF LTD d/b/a Muckleroy & Falls
• Imperial Construction, Inc.
• RJM Contractors, Inc.
• Schmoldt Construction, Inc.

The five complete proposals were reviewed by members of the Fire Department, M/WBE Office and the Property Management Department and were evaluated for best value based on the criteria set forth in the Request for Proposals.  The selection team recommends award the construction contract to RJM Contractors, Inc.

In accordance with Chapter 7, Article III, Section 7-47, Section 109.2.1 of the City Code, Building Permit Fees are waived for this project.

Construction is planned to begin during the fourth quarter of Calendar Year 2016, with an anticipated completion date during the first quarter of Calendar Year 2018.

Funding Sources:
The City of Fort Worth 2014 Bond Program provided $4,402,900.00.  An additional $220,993.09 is provided from gas well revenue and an additional $826,530.92 is provided from the savings from previous bond programs for a total project budget of $5,450,424.01.  This project is included in the 2014 Bond Program.  Available resources within the General Fund will be used to provide interim financing until debt is issued.  Once debt associated with this project is sold, bond proceeds will reimburse the General Fund, in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election.

M/WBE OFFICE - RJM Contractors, Inc., is in compliance with the City's BDE Ordinance by committing to 21 percent MBE participation.  The City's MBE goal on this project is 15 percent.

The new Fire Station 42 is located in COUNCIL DISTRICT 6.
 
FISCAL INFORMATION/CERTIFICATION:

The Director of Finance certifies that appropriations are included in the Fiscal Year 2015 Adopted Budget of the 2014 Bond Program, pursuant to Ordinance No. 21457-09-2014, and funds are available in the General Fund to pay expenses which will be incurred on the Fire Station 42 Project until reimbursement can occur from the issuance of public securities and subject to receipt of the funds.  The Director of Finance also certifies funds are also available as appropriated, of the General Capital Projects Fund and Aviation Gas Lease Capital Projects Fund.  Available funding is shown below:
