Authorize Execution of Amendment No. 2 to City Secretary Contract No. 46120, an Engineering Services Agreement with TranSystems Corporation d/b/a TranSystems Corporation Consultants in the Amount of $122,404.00 for the Preparation of Construction Plans and Specifications for the Construction of Mark IV Parkway and Cantrell-Sansom Road Improvements and to Provide Project Management and Construction Phase Services for a Revised Total Contract in the Amount of $252,034.00 (COUNCIL DISTRICT 2)


RECOMMENDATION:

It is recommended that the City Council authorize the execution of Amendment No. 2 to City Secretary Contract No. 46120, an Engineering Services Agreement with TranSystems Corporation d/b/a TranSystems Corporation Consultants in the amount of $122,404.00 for the preparation of construction plans and specifications for the construction of the Mark IV Parkway and Cantrell-Sansom Road improvements and to provide project management and construction phase services for a revised total contract in the amount of $252,034.00.

 
DISCUSSION:

The City Council previously approved the design and preparation of final plans and specifications for the construction of Mark IV Parkway as a divided roadway from Interstate Highway 820 to Cantrell-Sansom Road (M&C C-27048).  The plans included a roundabout at the intersection of Mark IV Parkway and Cantrell-Sansom Road and improvements on Cantrell-Samson Road to the west of Mark IV Parkway.  Construction of the Mark IV Parkway Arterial improvements were completed in May 2016 as a developer-funded project.

This amendment provides funding for final revisions made to the construction plans and bid documents as a result of Mark IV Parkway being constructed by the developer and for construction services.  The remaining portion of the project has been started and will be completed by April 2017.

This Engineering Agreement is one component of the overall project that includes construction, project management, real property acquisitions, material testing, inspection and contingencies.  The total project budget is in the amount of $3,782,107.00.

Upon completion of this capital project, it is anticipated that there will be no impact on the Transportation and Public Works Department's annual operating budget.

This Professional Services Agreement will be primarily funded through the 2014 Bond Program.  Available resources within the General Fund will be used to provide interim financing for these expenses until debt is issued.  Once debt associated with this project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 21241-05-2014) and the subsequent ordinance authorizing debt in 2016 (Ordinance No. 22216-05-2016).
