RECOMMENDATION: |
It is recommended that the City Council: 1. Authorize the acceptance of partnership funds through the United States Department of Housing and Urban Development Fair Housing Assistance Program Cooperative Agreement with the Fort Worth Human Relations Commission for Fiscal Year 2016 in an amount up to $15,000.00; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of $15,000.00. |
DISCUSSION: |
In April 2016, the U.S. Department of Housing and Urban Development (HUD) announced that Partnership Funds would be made available to Fair Housing Assistance Programs (FHAP) for enhanced fair housing education and outreach. Each FHAP was asked to submit a proposal for funding. The Fort Worth Human Relations Commission (FWHRC) proposed using the funds for a disability conference to be held during October 2016. On June 23, 2016, the FWHRC received notice that HUD approved the proposal and would be authorizing $15,000.00 to fund it. The grant does not include any indirect costs, as costs for personnel are provided under Administrative Costs funds on an annual basis to FHAP agencies. Partnership funds are limited to only enhanced efforts at education and outreach to persons and entities subject to the FHAP agency's fair housing law. This contract will be with a governmental entity, state agency or public institution of higher education: U.S. Department of Housing and Urban Development (HUD). |
FISCAL INFORMATION/CERTIFICATION: |
The Director of Finance certifies that upon approval of the above recommendations, adoption of the attached appropriation ordinance and receipt of the grant partnership funds, funds will be available in the current operating budget, as appropriated, of the Grants Operating Federal Fund. This is an advance grant. |
