The 2014 Bond Program provides funding for improvements to Montgomery Street from Camp Bowie Boulevard to Interstate Highway 30. This project will include reconstructed travel lanes, intersection improvements, storm drainage improvements, sidewalks, shared use path, traffic signals, and streetlight improvements. On December 2, 2014 (M&C C-27099), the City Council authorized the execution of an Engineering Services Agreement with Freese and Nichols, Inc., in an amount not to exceed $1,300,000.00 for the design of Montgomery Street from Camp Bowie Boulevard to Interstate Highway 30.
This Amendment No. 1 for professional services will provide for additional engineering services for the design of storm drain improvements in the eastern portion of the Arlington Heights neighborhood west of Montgomery Street for the TPW Stormwater Division as well as provide additional construction administration professional services.
On December 15, 2015, M&C G-18625, the City Council approved and adopted the Stormwater Capital Improvement Plan (CIP) for this Fiscal Year, which included funding for Eastern Arlington Heights/Montgomery Drainage Improvements Project in the amount of $200,000.00 from Pay-as-You-Go Stormwater. The recommended amendment to the Fiscal Year 2016 CIP would add $250,000.00 in project funding for an increased total of $450,000.00.
This Amendment No. 1 will provide for design of storm drain improvements in the Eastern Arlington Heights Watershed to the west from the existing storm drain at the intersection of Bryce Avenue and Montgomery Street to address existing drainage problems. The total cost of Amendment No. 1 to be performed by Freese and Nichols, Inc., will not exceed $449,559.00. Staff considers this not-to-exceed cost to be fair and reasonable for the anticipated services to be performed. The design of Montgomery Street from Camp Bowie Boulevard to Interstate Highway 30 is one component of the overall project that includes design, project management, easement and right-of-way acquisition and contingencies. The overall project budget including transportation, stormwater and water/sewer improvements is $19,089,999.27. Funding sources for this project are as follows: 2014 Bond Funds in the amount of $8,000,000.00; Consolidated Bond Funds in the amount of $5,950,000.00; Stormwater Capital Funds in the amount of $3,450,000.00; and Water/Sewer Capital Funds in the amount of $1,689,999.27 for a total of $19,089,999.27. This project will be partially funded through the 2014 Bond Program. Available resources within the General Fund will be used to provide interim financing for these expenses until debt is issued. Once debt associated with this project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 21241−05−2014). Construction is anticipated to commence in Summer 2017 and be substantially complete Fall 2019.
M/WBE Office – Freese & Nichols, Inc., is in compliance with the City's BDE Ordinance by committing to an additional nine percent SBE participation on this Amendment No. 1. The City's SBE goal on this Amendment or extra work is nine percent. The project is located in COUNCIL DISTRICT 7.
