On April, 7, 2009, the City Council approved the City's 2009-2010 Action Plan which authorized the use of $605,000.00 in Community Development Block Grant (CDBG) funds for the Americans with Disabilities Act (ADA) Ramp Infrastructure Project (M&C G-16513). The project calls for the construction of accessible wheelchair ramps that meet the standards of the ADA in CDBG eligible neighborhoods.
Staff determined that construction of ADA accessible wheelchair ramps in CDBG eligible neighborhoods along Fort Worth Transportation Authority (The T) Bus Routes 1 and 1A would fulfill project goals. The T identified these routes as two of the busiest within their bus network. These routes also serve a high percentage of riders with disabilities. The T Bus Route 1 runs north-south along North Main Street and Hemphill Street. The T Bus Route 1A runs along NW 25th Street, Azle Avenue, Long Avenue and Ephriham Avenue. (See Attached Maps)
This part of the ADA Ramp Infrastructure Project will consist of Contract 2009 No. 2 and Contract 2009 No. 3.

A request for competitive sealed proposals with weighted criteria was advertised in the Fort Worth Star-Telegram on October 22, 2009, and October 29, 2009, for Contract 2009 No.2 and Contract 2009 No. 3 for the ADA Ramp Infrastructure Project.

HZ Paving Construction Company submitted the lowest bid for both Contract 2009 No. 2 and Contract 2009 No. 3.
The City's DBE goal for the 2009-No. 2 construction project is 12 percent. HZ Paving Construction Company is in compliance with the City's DBE Program by committing to 20 percent DBE participation on this project. The City's DBE goal for the 2009 No.3 construction project is 12 percent. HZ Paving Construction Company is in compliance with the City's DBE Program by committing to 15 percent DBE participation on this project.
Staff recommends entering into a contract with HZ Paving Construction Company to perform the construction services for these projects.

Based on a study by Kimley-Horn and Associates, Inc., sites were evaluated and selected for this project based on a prioritization system (high, medium and low priority). The prioritization system identified the locations that were most dangerous and should be improved first. The sites selected for the 2009 No. 1 bid included high, medium and low priority sites with approximately 42 percent of the sites located in the high priority category. After the bid was advertised, the United States Department of Housing and Urban Development (HUD) determined that only high priority sites would be eligible for the project.
The high priority ramps identified in the 2009 No.1 bid will be considered in upcoming contracts.
Staff recommends the rejection of all bids for the 2009 No. 1 bid. The projects are located in COUNCIL DISTRICTS 2, 8, and 9. |
